All construction and structural renovations within the municipality requires both a Development Permit and/or Building Permit. This may include but not limited to:
Development Permit - Is a permit that is required under the RM's Zoning Bylaw to ensure compliance with the requirements that are outlined for each specific Zoning District. Obtaining a development permit is the first step for all projects!
Building Permit - Is a permit that is required under the RM's Building Bylaw and is mandated by the National Building Code of Canada. A building permit is to ensure that all new buildings, renovations, additions, and changes to building use meet national safety standards.
Farm buildings which include barns, shops, and granaries do not require a building permit. However, the Municipality requires a Farm Building Exemption Form to be submitted for farm buildings in order to ensure that they meet the setback requirements of the Zoning Bylaw.
Farm Dwellings DO require a Building Permit.
Discretionary Use - Depending on the property's zoning district (i.e. agricultural, country residential, or commercial) and the proposed use (i.e. home-based business, garden suite, storage yard, construction trade, etc.), you may have to apply for a discretionary use development permit. This process takes more time than a permitted use and include a mailout to the Neighbours and a public hearing held at a council meeting. All discretionary uses must be approved by Council prior to a development permit being issued.

The RM of Prince Albert is bound by the North Saskatchewan River and South Saskatchewan River to the South and East. There are two major creeks located within the RM, McFarlane and Red Deer, which both discharge to the South Saskatchewan River. Although the majority of the RM is within the South Saskatchewan River Basin, only a small portion actually contributes to the river on a frequent basis since the area is poorly drained with a large number of small knob and kettle sloughs. Due to the potential of flooding and erosion some land owners may be required to provide a report by a professional engineer indicating the Safe Building Elevations and/or Slope Stability Assessment.
In 2008, and then updated in 2022 the RM had Clifton and Associates complete a Slope Stability Assessment indicating potentially unstable, and unstable land along the South shore of the North Saskatchewan River.

Where work for which a permit is required has commenced prior to the issuance of such permit, an additional fee shall be paid in the amount equal to 100% of the permit fee, or $10,000, whichever is less.

The RM of Prince Albert has contracted MuniCode Services Ltd. as the building officials for the municipality. MuniCode has over 30 years of direct involvement in building and fire code plan reviews and inspections for municipalities, provincial Building Standards, and the Fire Commissioner's Office. They Conduct all plan reviews, and inspections for buildings within the municipality.
