Council has agreed to provide at no cost: One (1) application of dust control annually (including road surface preparation) for subdivisions, roadways adjacent to schools, and roadways adjacent to areas where a large concentration of residential homes in a small area experience high volumes of heavy non-local traffic. The RM of Prince Albert may provide an additional application(s) of dust control to areas where a large concentration of residential homes in a small area experience high volumes of heavy non-local traffic at the discretion of the RM of Prince Albert Council.
Furthermore, Council agrees to facilitate access to dust control for individual businesses/ratepayers/residents not residing in the aforementioned areas using the following model:
Individual businesses/ratepayers/residents requesting access to third party dust control applications on the roadway(s) adjacent to their residence(s) and/or businesses, may do so at a 50% cost share with the RM of Prince Albert. Fees associated with the 50% cost share application will reflect current contracted rates and will be based on application(s) of 100 meters (or multiple thereof). The 50% cost share shall include: the cost of application by the approved third party contractor and road surface preparation conducted by the RM of Prince Albert. Any businesses/ratepayers/residents applying for dust control using the 50% cost share model, must sign an RM of Prince Albert Dust Control Agreement.
Ratepayers/Residents who wish to apply dust control using their own equipment/methods may do so ONLY while using RM of Prince Albert approved practice(s) and material(s). Ratepayers/Residents shall ONLY commence applying dust control after the approval by administration, which includes signing of an RM of Prince Albert Dust Control Agreement. **Businesses will NOT be eligible to apply dust control using this option.**
Dust Control will only be provided and/or approved for use on roadways adjacent to inhabited residences, schools, and businesses.
The RM of Prince Albert will determine what areas qualify for no-cost dust control outside of subdivisions and schools using the most recent traffic count data provided by the Government of Saskatchewan, combined with the number of inhabited residences per kilometer.
